Short answer: A UAE e-invoice is an XML file that must pass the Peppol PINT-AE rules before it is delivered. The rules most small businesses fail are the 15-digit TRN (starts with 1, ends with 03), the 5.00 rate on standard-rated lines, AED currency or an exchange rate, and credit notes without a reason code or a reference to the original invoice.

How an invoice gets checked
The UAE uses a decentralised “five-corner” model. According to the Ministry of Finance’s UAE Electronic Invoicing Guidelines, version 2.0 (26 October 2026), section 5.1:
- The supplier (corner 1) sends invoice data to its accredited service provider, or ASP (corner 2).
- The supplier’s ASP validates the data and converts it into the UAE standard XML invoice.
- It sends the invoice to the buyer’s ASP (corner 3) and, in parallel, reports the tax data to the tax authority (corner 5).
- The buyer’s ASP validates it and delivers it to the buyer (corner 4).
The format is the Peppol PINT-AE billing specification (UBL 2.1 XML). The Ministry’s guide also notes (section 5.3) that electronic invoices are XML and do not carry a QR code or barcode.
Two sets of rules apply: the shared PINT rules used across countries, and the UAE-specific rules whose IDs end in -AE. The Peppol AE page we checked is titled “PINT AE Billing version 1.0.4”. Rules change between releases, so confirm the version your ASP uses.
Rules that trip up small businesses
The wording below is paraphrased from the Peppol AE rule set. The rule ID is the reference to quote when you talk to your ASP.
| Area | Rule | What it requires |
|---|---|---|
| TRN | IBR-132-AE | A VAT identifier must be a 15-digit TRN, starting with 1 and ending with 03. |
| TRN | IBR-134-AE | The seller VAT identifier must be present, except for out-of-scope supplies or credit notes related to goods or services. |
| TRN / TIN | IBR-177-AE | Provide either the seller VAT identifier (IBT-031) or the seller tax registration identifier (IBT-032). |
| TIN | IBR-148-AE | The seller tax registration identifier is a 10-digit TIN in the format 1XXXXXXXXX. |
| Currency | IBR-140-AE | If a VAT accounting currency is given, it must be AED. |
| Currency | IBR-159-AE | If the invoice currency is not AED, an exchange rate is required. |
| Currency | IBR-175-AE | For a non-AED invoice with AED as the tax currency, the VAT total and the total with VAT must be given in AED. |
| VAT rate | IBR-190-AE | Standard-rated lines, allowances and charges must carry a VAT rate of 5.00. |
| Dates | IBR-127-AE | A payment due date is required when the amount due is above zero (credit notes are an exception). |
| Dates | IBR-141-AE | A VAT point date, if given, must be before the invoice issue date. |
| Credit notes | IBR-158-AE | A credit note needs a credit note reason code. |
| Credit notes | IBR-055-AE | A credit note needs a reference to the preceding invoice, except when the reason code is VD. |
| Address | IBR-128-AE | For country AE, the emirate must be one of AUH, DXB, SHJ, UAQ, FUJ, AJM or RAK. |
TRN or TIN: which one goes where
The Ministry’s guide (appendix 6, section 18.1) explains that a business is identified by its TIN, the first 10 digits of its 15-digit TRN. A VAT-registered seller puts its full 15-digit TRN in IBT-031. A seller that is not VAT-registered puts its 10-digit TIN in IBT-032, and a Corporate Tax TRN must not be put in IBT-031. If you hold different TINs for VAT and Corporate Tax, the guide suggests asking the FTA or a tax adviser.
Tax categories
The rule set defines five tax category codes: Standard rated (S), Zero rated (Z), Exempt (E), Not subject to VAT (O) and Reverse charge (AE). Each has its own rules, for example IBR-120-AE requires a rate of 0 for zero-rated lines, and IBR-121-AE requires that exempt lines carry no rate. A product mapped to the wrong category fails even if the amounts are right.
Pre-send checklist
- Does the TRN have 15 digits, start with 1 and end with 03?
- Does every standard-rated line carry 5.00?
- Is every line coded S, Z, E, O or AE, and does the rate match the code?
- Is the invoice in AED, or does it carry an exchange rate?
- If money is still owed, is there a payment due date?
- Does every credit note give a reason code and point to the original invoice?
- Is the emirate one of the seven valid codes?
Which sales are in scope
The Ministry’s guide (section 6.2) says e-invoicing applies to business transactions: business to business, business to government, and government to business. It states there is no obligation to issue an electronic invoice for a supply to a consumer who is not in business. Electronic invoicing does not remove the obligation to issue a Tax Invoice; the VAT law (Article 65(5) of the VAT Decree-Law, as cited in the guide) requires a person subject to e-invoicing to issue the tax invoice in electronic form.
What we learned building a PINT-AE generator
Pause POS generates PINT-AE UBL 2.1 XML (in beta) from Odoo invoices. Three practical lessons from that work:
- Tax category must be mapped explicitly. Our generator classifies a tax as Exempt or Reverse charge from its name, so a mis-named tax is reported as Standard rated. If you set up your own chart of taxes, name them clearly and check a sample invoice.
- Only the first tax on an invoice line is reported. Lines with several stacked taxes are not supported.
- Our own TRN check is a format check. The full IBR-132-AE rule, and the whole rule set, is enforced by your ASP, which is why we do not call the output “approved” or “compliant”.
Because the format and rules can change, the module may need an update before submissions work again after a change. Submission and validation go through the ASP you choose.
